COMMUNIQUE

L’association Initiatives pour le Désarmement Nucléaire (IDN), indignée par les opérations militaires lancées par les Etats-Unis contre le Venezuela et l’enlèvement de son président Nicolás Maduro, condamne cette agression qui constitue une grave violation du droit international, tout particulièrement de l’article 2 § 4 de la Charte des Nations unies qui interdit le recours à la force contre l’intégrité territoriale de tout État et oblige les États à régler pacifiquement leurs différends. Ces actes d’hostilité non consentis constituent un conflit armé international impliquant l’exigence du respect du droit international humanitaire. IDN déplore les violations de ce droit commises par la partie américaine, en particulier à l’égard du chef de l’État vénézuélien. IDN s’associe à tous les Etats et organisations de la société civile qui appellent instamment à la cessation des hostilités et à la protection des populations civiles.

Cette agression américaine s’inscrit dans la nouvelle « Doctrine Monroe » adoptée par Donald Trump, qui vise à assurer une domination totale des Etats-Unis sur l’ensemble du continent nord- et sud-américain. Elle relève en fait plutôt de la « diplomatie du gourdin » (« big stick ») pratiquée par le président Theodore Roosevelt au début du XXe siècle.Consacrant le règne de la force au lieu de celui du droit, cette approche des relations internationales se heurte à l’opposition de la grande majorité des Etats qui exigent le respect du droit international comme celle des peuples. Il est grand temps qu’ils se mobilisent pour en empêcher de nouvelles expressions, telles que l’annexion du Groenland dont Trump menace le Danemark, pourtant pays allié au sein de l’OTAN. Faute de quoi ce nouvel impérialisme créera de dangereux précédents dont s’inspireront d’autres régimes prédateurs.

The Initiatives for Nuclear Disarmament (IDN) association, outraged by the military operations launched by the United States against Venezuela and the abduction of its president Nicolás Maduro, condemns this aggression, which constitutes a serious violation of international law, in particular Article 2 § 4 of the United Nations Charter, which prohibits the use of force against the territorial integrity of any State and obliges States to settle their disputes peacefully.

These acts of unconsented hostility constitute an international armed conflict requiring compliance with international humanitarian law. IDN deplores the violations of this law committed by the American side, particularly with regard to the Venezuelan Head of State. IDN joins all States and civil society organisations in urging the cessation of hostilities and the protection of civilian populations.

This American aggression is part of the new ‘Monroe Doctrine’ adopted by Donald Trump, which aims to ensure total US domination over the entire North and South American continent. In fact, it is more akin to the ‘big stick’ diplomacy practised by President Theodore Roosevelt in the early 20th century. By enshrining the rule of force rather than the rule of law, this approach to international relations is opposed by the vast majority of states that demand respect for international law and the rights of peoples. It is high time that they mobilised to prevent new expressions of this policy, such as the annexation of Greenland, which Trump is threatening Denmark with, even though Denmark is a NATO ally. Otherwise, this new imperialism will create dangerous precedents that will inspire other predatory regimes.
